Shackle bolt problem

I'm in the process of putting warrior shackles on, but I can't get the old bolts off of the old shackles. The problem is because the inside part of the bolt can not be unscrewed due to a large piece of metal that acts like a washer which hits the shackle when trying to remove the bolt, preventing spin. Has anyone come across this? What did you do??

Heh. That piece of metal is there to help you. It makes it so you only need one wrench to remove the nut.

You don't have to hold the head of the bolt with a wrench because of that piece
 






If you were reusing that bolt I could see it being useful. I used the bolts that came with the warrior shackles. I didn't realize that the bolt wasn't threaded all the way so I was able to push it out and the unscrew the rest.

Shackles got me 2", TT got 2.25" and yes I am a 2wd :) Looks great!
 






i cant get the top bolt of the old shackle off!!!!
help please???
