shifter bracket repair

My shifter bracket broke off and the shifter came out in my wife's hand. Ford wanted to replace the steering column for $1000. I found a repair kit made by Dorman for $52.99. However, the screw holding the old one in has some type of tamper resistant screw like I have never seen. It has two lugs sticking out 90 degrees to each other. Anyone ever seen a tool to fit this and know where I could get one?

That part should come w/ step by step instructions. Dorman also put out a video on the repair (https://www.youtube.com/watch?v=GKQ3U6Lj2v0) Also you do not have to remove the steering wheel, but it does make it easier
