Slots in cam shafts

So those slots in the end of the cam shafts, those can be used to make sure the cams are timed to each other right? I replaced my rear timing guide after in blew apart but before I try to start the engine I at least want to know each cam is in the right place in relation to each other. This picture I made is if you were looking at the engine from the front. The line on the bottom is the top of the head.

When the crankshaft is at TDC and #1 piston on the compression stroke the slots should be below the axis of the camshaft and parallel to the surface of the head that mates with the valve covers.

According to your drawing, your camshafts are way out of time. Do not start the engine with the cams like that!
