I have a 92 explorer(4.0 liter) it has difficulty starting, it tries to start when i turn the key, no matter how long i hold it, it won't start. But if i turn the key back and back on it starts after maybe two seconds. New plugs and battery.
Could it be a plugged catalytic converter? or something else?

Sounds like a fuel issue to me, if you have access to a fuel pressure guage, I would check the pressure at the shrader valve. Try doing this: turn the key to on for 3 seconds to get the fuel pump to prime then turn it off, then start it normally. If it starts without issues, it may be the pump or fuel filter.
 






there is a one way valve in the FP (fuel pump) that keeps the fuel from running back into the tank. Chances are that yours is not sealing anymore which lets the fuel rail unprime. You can try to run a few cycles of fuel cleaner to see if it fixes things up. Depending on the model you may have to replace the FP to fix the problem, since I think the valve is located there. You will want to perform a fuel pressure leak down test.
 






the car doesnt start if i let the fuel pump run its cycle, and wait for it to turn off, it still requires me to try and start the car, turn the key off, and back on before it starts. so manaen's theory sounds possible to me. i just replaced the fuel filter, how do i know if i have to replace the whole fuel pump or just a valve. its a 92 explorer (4.0 liter, i believe its the "slt" trim"
 






it takes more than one cycle of the pump to re-prime the fuel rail. That's why you need to turn the key off and then back on again, this is turning the fuel pump on again to prime the fuel system.
 












so how do i know what part of the fuel system it is?

start with a fuel pressure and leak down test.

Fuel Pressure test
1) if pressure is low
a. check fuel pressure regulator
b. check fuel pump

2) if pressure is high (this is not your problem)
a. check FPR


Leak Down Test
1) truck is holding pressure after pump turns off
a. then I would check fuel injectors or start looking toward electronics
2) Truck looses pressure rapidly when FP is not running
a. check for a leaky fuel injector (you would probably notice fuel in your oil)
b. check/replace the one way valve (this is my bet)
c. Check for leaks in the fuel system (you should be able to smell something though)



to perform both of these tests you need to get a fuel pressure gauge available at your local parts store. Make sure it is the one that attach's right to the shrader valve.
Then do the following
1) make sure the engine is cool
2) attach gauge to the shrader valve on the fuel rail, be careful there could be some pressure in the line.
3) turn the ignition key on and start the truck and note what pressure the gauge climbs to, it should be right around your vehicles normal PSI
4) then turn the truck off and watch the gauge
5) the truck should hold that pressure for a few minutes, and should very slowly leak down (that is normal) over the course of 15 or so minutes, eventually stopping at a lower pressure but not going to 0.
6) if the pressure goes down quickly to 0 then you have a problem, more than likely the fuel is being siphoned out of the fuel rail and back into the tank.

anyway give that a try and let us know what happens
 






i checked it

i checked the fuel pressure, i connected a fuel gauge to the valve on the fuel line, and there was no pressure when the key was off, and only a little bit of pressure when i started it, and while it was running the guage read no pressure...did i do something wrong?

And also the truck is stuck in 4wd, the buttons inside the car on the dash board dont light up or anthing, but i took a test light to the back of the clip that plugs into the control and the 3 bottem wires on the passanger side(when the clip is plugged in) all had power. i don't remember the colors, but what could be causing this?

If the fuel pressure is almost zero when the truck is running you need to check the fuel pressure regulator, and change your fuel filter. it's amazing the truck is running with such a low pressure, I would think you would see a CEL for lean on bank1 & 2. Once you get your pressure up to normal you can retest the pressure and perform a leak down. Although I suspect that fixing the fuel pressure problem will fix the starting issue. My guess is that the FPR it not holding any pressure in the fuel rail.
 






forgot about the 4x4 problem. it is common on those models, the shift motor has contacts that return the position of the motor. These wear out allowing the motor to turn too far and then it gets jammed. Do a search in the forums you will find detailed instructions on how to fix it.
