So I've been having problems with my steering wheel wandering to the right along with my wheels. Lifted the truck up and I was able to move both wheels left to right with my bare hands. Could this mean rack/pinion or inner tie rods(outer tie rods are new)? Any insight would be greatly appreciated.

side to side?
or up and down?
up and down would most likely be wheel bearing and side to side would be tie rods

Are you talking lock to lock? If so yes this is normal. Have you ever seen how an alignment is done. The racks have turn tables on them so they can turn the tire/wheel manually.

I'm able to turn them side to side. I didn't attempt to turn them all the way. I figured that if they are that easy to turn by hand then that is why my steering is wandering. So now I'm trying to figure out if my inner tie rods or rack/pinion are bad.

You may simply just need an alignment. With that the first thing they do is check suspension parts so you'd have all possibilities covered!

take your key out of the ignition, are you still able to turn them,do both move at the same time? If one moves and the other don't, I'd check the tie rods. If both move and the steering wheel is locked then get a new steering rack cause all your seals are shot.
