Just bought this 2013 piu Satureday and trying to get it to run. It'll crank over but not start. Can't hear the fuel pump kick on when key is turned. If I bypass the fuel relay it runs great. Does this have the Key chip like the older explorers or something else that would keep it from starting. Removed aftermarket alarm and fixed the wire they cut.

If it were a chipped key issue I’d expect the theft light to flash, if there is one. I’d suspect another component of the old alarm is the issue. Did you rule out the relay itself?

When you mention "fuel relay" are you referring to the fuel cut-off switch? Not sure how one interacts with the other.
EDIT: after reading up on the fuel cut-off switch I think that the 2 are not the same as the cut-off switch would have to be reset to enable the fuel pump to work so you can ignore this post.:D

PIs do not use PATS (chipped keys).
 












It was missing two relays when i got it and I tore up 1 or two of the five when I removed them. Ordered new ones, should be in tomorrow. No PATs key, on ford parts site they show a Ignition Immobilizer around the key cylinder, that is what confuses me. What else would keep the fuel pump from running.

As I mentioned in a round about way, the fuel cut-off switch will deactivate the fuel pump but since you were able to get it running, sort of, I discounted that as the issue. For what it's worth, here is are the instructions from the manual for non push button start vehicles;
1. Turn the ignition off.
2. Turn the ignition on.
3. Repeat steps 1 and 2 to re-enable fuel pump.

I tried to reset cut-off but will try again with new relays. Also found an ignition switch that could be on steering shaft.
 






Replaced the relays today and the Expopo fired right up and sounded great. Now to fix all the other yet to be discovered issues with it. Thanks for the help and I'm sure I'll need more in the future.

Was the relay located in the engine fuse box? I'm having the same issue, crank no start. The PIU manual does not list a fuel pump relay in the fuse box and idk where it's is located 🤷
