Speedometer erratic.

1995 Explorer 4wd 4.0
I have question about a speedometer issue. First off, The vehicle is a 1995 Explorer 4wd with a 4.0. When fully stopped, the speedometer reads 10 mph. When you start driving, it will climb to a speed faster then what you are actually going. Say your going 15 mph, it will read 25, and if you are going 25, it will say 55. It will not go past that point. I have a Matco Determinator computer that I hooked up to the obd II connector under the dash (I didn't think that OBD II was available from Ford until the following year). I was able to detect the speed signal which was working properly. So I know that the speed sensor is good, unless there is another speed sensor that the speedometer gets it's signal from. Has anybody else had this problem? I was going to buy another cluster but I don't want to spend the money on another cluster just to find out that the cluster wasn't the problem either.

I just thought I'd let you all know that I ended up purchasing a barely used instrument cluster and swapped the speedometer that only had 157(or somewhere around there) miles on it. I swapped the original odometer from the old cluster to retain the mileage. All is well now.
 












It's no problem. I know how it is when you come across a thread just to find that it went cold.
