Steering noise when brakes are applied help!

Hi I have a 2001 explorer xls. Whenever i apply the brakes I hear a type of shudder (as if the rotor was moving against the brake pads) from turning the steering wheel either at park or low speeds. whenever I release the brakes, it doesn't happen and the noise and shudder are gone. I can turn the steering wheel freely and easily.

Sounds like warped rotors although that wouldn't affect the way it steers. You will however feel the shuddering in the steering wheel.

ABS might be kicking in prematurely. I would have it checked out, might be a bad sensor.
