AS for the ball joints I've only had to do one set.
in 170K. It was done when i hit 100K, so i'm guessing i still have a little more life in them.
AS for the front wheel bearings I change them every brake job. For the extra 30 bucks I think it's cheap ins.

those caps only came on 91 explorers. he asked the safest tire size, any tire size larger then stock will not be as safe as stock. Also most tire retailers will not install tires larger then stock on an explorer.
