I dont know if you can use this trick, but for the door lock actuator I replaced the original rivet with a button head cap screw. You might be able to do this with the rivets for the 3rd brake light if you have access to the backside for a nut.
A button head cap screw has a lower profile than a normal bolt head, so it may fit in place of the rivet. button head cap screw
Also, you can just replace the rivets. A hand actuated pop rivet gun is about $15 at the hardware store.
