Tie Rod Ends--Too Tight??

The alignment shop told me the tie rods ends are too tight (plus one has a torn boot), and they need replaced before they can align. He said they lack the normal movement they are suppose to have and if they get them loose for adjustment, I could/would have issues with them being too loose down the road.

The this make sense?

Sounds like they may be rusted or corroded and the mechanic might be worried of complete failure if they can free them up. Once a boot rips on those and you start getting water, salt, dirt, etc. in the ball and socket it's pretty much time to replace them. Is your truck difficult to steer?
