Torsion Key Question

I was browsing C.L. and found this:

Now assuming the torsion keys would have a 2 inch setting would this fit a 97 explorer?

The keys are somewhat pointless I guess, since you can just crank the bolts in, so if the shackles would fit, then the keys would come as a bonus.
