Tow Hooks Install – can I use bolts or the OEM plate?

I’m installing tow hooks that I found on ebay for $30. It only came with hooks from a F150, no bolts or mounting plate. How thick is the mounting plate? Can I use Grade 8 bolts instead (Bolt, Lock Washer, the Frame then another washer, nut)? The dealer wants $34 for the plates and $10 for the bolts. I have the bumper off now, not hard at all, 3 screws a side and it pulls up and off so I could go either way. By the way a cost breakdown – F150 Hooks $20-$30, if you go with the OEM bolts and plate add $44 so that puts me at $74. If Grade 8 bolts work then total cost would $40. Dealer wants $108 for the kit of two hooks, bolts and plate.
