Transmission noise under heavy braking

It started about a week ago on my 2003 2WD. A noise I can only really describe as a golf ball in a ceramic coffee mug started to occur when I would depress the brakes heavily. It happens while the brakes are engaged and while they are not, and only from 12-8 mph.

If I brake slowly there is no noise, and for the most part it shifts fine. I do occasionally get the flare from 2nd to 3rd, but not often. This noise can be reproduced at any time just by slamming on the brakes. That being said, it can only be reproduced when moving, so I can't get under it to pinpoint.

I've read all the other transmission posts but no one else seems to have this sound.

EDIT: I found it!!! It's the collar on the transmission side of my u-joint. Here's the video:

Now, what is it for and how do I fix it???
 






I've been told by a Ford tech that it is a type of harmonic balancer used to cut down on driveline noise and vibration. It is pressed on from the factory and cannot be reattached. I will be cutting it off tomorrow.
