Transmission valve control question

So. I have a 02 ford explorer sport 4wd 5r55e. I recently changed out the transmission valve control and new selanoids. Now it won't go in gear. I can see the a moving positions to change gear. I found the 27 fused blown. Replaced it and it blew again. So I pulled the cover replaced with new selanoids. Put it together and it blew again and no gears. Just looking for ideas. I assume I'll have to pull the cover off again maybe a pinched wire? Also the diagram said 27 fuse was for windows and audio. Any insight ei help
 






Seems if the fuse is "blowing" there is a short somewhere. Have you disconnected the wiring and then installed a new fuse? If the fuse "blows" I would think the wiring is a problem. If the fuse doesn't "blow" then the problem is something else.
