Transmission wont downshift

I have a 99 explorer with a 4.0 sohc with auto trans. When im on the highway and i want to pass someone my trans will not downshift. The the most RPM that i will get is 3300. At a dead stop the motor still will not rev beyond 3300 or so. My normal acceraltion is only around 2000 rpm. I noticed this problem last night when i tried to pass someone. My abs light is lit up on my dash and i dont know if that is causing the rev limit or not. I would appreciate any help.
 






My guess is that somehow the computer won't let the engine over-rev. A downshift that might cause that would be electronically inhibited in that case.... so I guess the real Q is why is the puter limiting you? I'll do some research, but I bet Mr. Shorty already knows the answer. It is probably a bad input somewhere... I'm guessing the RABS speed sensor is lying. That IS used by the Powertrain Control Module (puter) to schedule shifts and vary EPC pressures. I'd start there.

how do i go about checking those problems?
 






Could be a bad throttle position sensor or (if they still have these) stretched gas pedal cable.
