Trouble starting vehicle.

My Explorer wont turn over to start. No clicking, no turn over, nothing. Vehicle is getting power with brand new battery. Fuses are intact. Hadn't had any problems with starter. Can't figure it out. Any suggestions?

Is the little red light on the top of the dash blinking really fast when you put in the key? If so, you may have lost the PATS programming.
