While exploring the web for schematics for DIY fan controllers, I ran over this interesting article on a Peugeot dual cooling fan controller.

That controller connects both fans in series for low speed then switches them to parallel connection for high speed. No need for dual speed motors.
The only problem I see with that is if one fan motor fails then there's no low speed operation, unless there's some fail safe to detect that and always switch directly to high speed so the working fan will run.
Might be adaptable, if I was in a country where Peugeots are common.
