Upper Radiator Hose

When my gauge shows normal operating temperature my upper hose is still on the cool side. I would say not even luke warm. Is this an indication of water pump? My heater hoses are so hot I cant touch them and I have checked the coolant level and it is full.

The thermostat controls the engine temperature, if it is really cold outside the thermostat may not need to open at all or open very little.
