Vacuum leaks and 02 sensors

Geting roughly 9-11 mpg, getting 0volts to 02 sensors, not sure why, they are plugged in, suggestions on that ?
Also I think I have a vacuum leak. My obd scanner is showing I'm at -11 in/hg, I thought it should be at 25 idling , 15-20 while driving ? Truck runs good , I just replaced iac, but still needs some more work.. really need them 02 sensors online ..

My Actron code reader (CP9575) shows the exact same thing on the o2 sensors, big fat ZERO on all of them, and 18% TPS at closed throttle, all fuel trims show -100% However the truck runs great.
 






Exactly the same lol -100% on my trim, I'm sure if i could get them back online my mpg would go up to normal
 












I will most definately try that, just reading that post , alot of people seem to have had that exact problem!
