Vibration in the front wheel when turning?

I have a 1997 Explorer XLT 4wd. We just recently noticed that when when turning the front wheels--whether in motion or sitting still-the driver's side wheel vibrates. It kind of jerks and vibrations as you turn it--almost as if something too heavy is on top of something else and it is struggling to move. I just got new brake rotors--brake pads were new as of about 3 months ago, rotos were just put on yesterday...that's all that has been done to it recently besides an oil change. No noise...runs great...Any ideas? Thank you!
 






Have you checked your power steering fluid level? If it's low or has gotten air in the system it will do what you are describing.
