What causes Error Code 214-Cylinder Identification Circuit Failure?

Does anyone know what causes an Error Code 214? My Check Engine Light (CEL) turns on and off at random, and the car feels like she runs weak some of the time, not always when the CEL is on. My scanner shows Error 214 My Chilton's manual doesn't list an error code 214 - Cylinder Identification Circuit Failure. Anyone know what this symptom could be of, or a fix for this?
