What is this cable with a red cap beside the throttle cable

What is this cable with the red cap beside the throttle cable? It connects to the side of the throttle cable but the plastic tab that holds them together is broken. the throttle still seems to respond as it should, but the engine revs up sporadically lately and I wonder if this could have anything to do with it.
