What is this??? Unpredictable starting issues.

Greetings,
I have not visited this forum for quite awhile because I have not had any issues with my '96 Ranger so far that I have not been able to solve and or fix but...
While trying to troubleshoot random no starts that I have been experiencing recently and during the process of replacing the solenoid, starter, ignition switch and battery along with bypassing the neutral safety switch, I came across this thing mounted right beside the solenoid.

I was wondering if it could be causing my problem, if I just knew what it was?
Now my uneducated guess would be some sort of aftermarket alarm system installed from the previous owner?
I thought that others more knowledgeable than me might know of or have seen something like this before.
Any help would be appreciated as I still have not been able to determine what is causing my random "no starts."

I figured it out. It is an aftermarket alarm system. I disconnected it since I do not need it anymore and I doubt that it still works anyway.
My starting issues were difficult to trace. I finally narrowed it down to the neutral safety switch located on the clutch pedal.
I disconnected it from the switch itself and put a jumper wire between the two connections. So far so good, that seems to have taken care of the problem.
