There are two hoses that connect to the bottom of it. They look like they have broken off. The other end seems to run to the exhaust manifold. My truck is also hard to start. Could this be the cause?

that is your DPFE/EGR valve pressure sensor.
 












Are there any vacuum lines connected from the DPFE to the EGR? The EGR opening at idle will cause the engine to stumble, but it shouldn't open with the vac lines off.

What codes do you have?

The hoses are not connected to the dpfe because the tube thing that the hoses connect to are broken. I don't have any codes. I did have P0171 and P0174 but they went away after I cleaned the MAF and fixed a vacuum leak. The explorer started fine for a day or so and then It became hard to start again and I noticed the DPFE hoses had broken off. I figured the DPFE hoses not being connected was considered a vacuum leak and could cause the hard starting and dying right after starting. Am I correct?
 






You should have a very bad vacuum leak there. Go buy some new hose and reconnect them.

I don't understand why it hasn't kicked the insufficient EGR flow code. What year is it and what engine does it have?
 






No vacuum lines to DPFE sensor

There are no vacuum lines that connect to the DPFE sensor. The two hoses connect to ports on the EGR tube. One port is before an orifice in the tube and the other is after. Unless your EGR tube is blocked you probably have hot exhaust leaking out below the DPFE. The DPFE measures the relative pressure between the two ports and generates a proportional electrical voltage that is measured by the PCM.

I am also surprised that EGR related DTCs are not being reported. The PCM has probably detected the failure of the DPFE voltage output and disabled your EGR but there should be an EGR failure code reported.

it is a 2000 Ford Explorer. SOHC 4.0. I get a slight engine stumble when cruising but it doesn't do it at WOT.
 






The DPFE was making my truck stumble at idle, but was ok when driving. If you're getting a minor stumble when cruising at, like 35- and not really on the gas, just tooling- check the age of your plugs and wires, and the function of the MAF. Those were issues that were cured by repairing/replacing those parts on my old truck...
