what kind of engine braking should i have

when i am going down in a steep hill and i put it in first the engine will just hang out around 1500rpmbut if i accellerate it will revup to around 3000 oo so depending on speen and thenaccellarate. should it operate like a manual tranny when placed in first or is my tranny normal (i am also having other tranny problems and i am wondering if this is related)
