What's the round thing on the roof of some mountaineers?

What a HUGE waste.... can think of a few other things I would rather spend 3k on. But I guess with gas prices and the mortgage trouble might as well have emenities in what you are going to have to live in.....
 






I can see it for large campers and tour buses and such, but putting it on a small family-sized SUV doesn't seem worth it.
 






Such a waste of money...
I'd rather get one of those small 12in portable TVs and watch the local channels for much free without having to put a UFO on top of my truck.
