What's this thing that look like a plastic bag in the engine ?

I wonder what is this thing that look like a honey comb filter in a plastic bag. It is located under the engine cover. When I lift it there seems to be plenty of crap underneath.... is that something I should mess with ?

I believe that the V6's have an "noise dampening material" in the valley between the cylinders... I can't see much by your pics.

"noise dampening material" = could be honeycomb in plastic bag.
