Could anyone please tell me what this is? Its bolted to inner wing sees to be something to do with vacuum. As it connects to butterfly valve. Is it needed?

It looks like some sort of aftermarket device, possibly an electric coolant/block heater, It looks like there are coolant hoses going into, and out of the device.
