Inside. Open the panel where the jack is stored and using a flashlight, look forward inside the panel toward the front of the vehicle. The black box with a buch of wires is the RAP. There should be a sticker on it with the keyless entry code too.

I have a 2001 Sport Trac, but the RAP module is not in the left rear quarter panel.... Where else could it be. I read somewhere that it was in the Rear door but I'm not sure how to look there, as that would be the hatch door
