Who can read TSB's from all data?

Does anyone have a subscription to alldata. I want to read a TSB and you have to be subscribed to actually read the thing.

TSB 99-08-07 2-3 shift in SOHC engine group, I think this may be related:

WARNING THIS MODIFICATION IS AUTHORIZED ONLY FOR THE LISTED ENGINE(S). PERFORMING THIS MODIFICATION ON OTHER ENGINE CALIBRATIONS IS UNAUTHORIZED AND COULD CREATE LIABILITY UNDER APPLICABLE FEDERAL OR LOCAL LAWS.

ISSUE
The vehicle may have one or all of the following symptoms:

^ After vehicle comes to almost a complete stop (approximately 5 km/h (3 mph)) and then accelerates, the transmission may still be in 3rd gear which may cause a perceived lack of power.

^ After vehicle comes to almost a complete stop (approximately 5 km/h (3 mph)), a harsh 3rd-to-1st gear downshift occurs.

^ After a long highway drive followed by a complete stop, a quick acceleration by the customer may result in a perceived lack of power.

^ Acceleration from a stop (city driving) may cause a hesitation.


These concerns may be caused by Powertrain Control Module (PCM) calibration strategy.

ACTION
Reprogram the PCM using New Generation Star (NGS) or Service Bay Diagnostic System (SBDS).
 






I had Ford apply that TSB to my '97 SOHC a couple of years ago to fix a hesitation that I was getting. When driving along at about 45-50 MPH and coming up to a stop light to turn left, if I had to give it extra acceleration to turn left to avoid getting creamed, my Explorer would loose all power for a second or two until I took my foot off the gas. Applying this TSB fixed the hesitation problem.

From what Pack explained, it sounds like the torque converter or transmission is slipping. That is exactly what my Wife's Sable did for a year before the transmission failed completely. For a year I would have to let off the gas when under heavy acceleration just prior to shifting or else the RPMs would jump up like I threw it in nuetral. If I let off the gas first, and let it shift and then floored it again everything was OK (for a while).
