Will not shift into gear quickly with 4 wheel drive

I have a 1994 explorer sport, when i first turn it on and its in 4 wheel drive it will not shift into gear quickly (either rev engine or wait almost 1-2 mins) to shift into drive, reverse, over drive, etc..., Any way to fix this and/or what the problem is???
