Will not turn over when vehicle is in the sun or hot

2001 explorer
2001 Explorer. Battery is new, new PCM fuse ,starter was checked. No check engine light. Was told it was a PATS issue. But vehicle will not even turn over when it is out in the sun or hot. Starts every time when it's cool out or in the shade. Both keys start it. Moved steering wheel up-and-down right and left turn signals on and off. Doesn't seem like a short in the steering column. We were told it needs to go to the dealer. Trying to avoid that huge dealer markup cost any help would be greatly appreciated. Thanks in advance to anyone that responds I appreciate it.
 






Possibly a bad battery cable? I've had them go bad on two different 2nd gen Explorers and it seems to be quite common. Try wiggling the cable while a helper tries to crank it over and see if there's any response.
 






Actually figured out its a short in the wiring running through the steering column. Trial and error. Now need to find the short! Thanks for the advice!
