Will these shocks work OK?

I just ordered a set of Rough Country hydro shocks for my Xw tih a little 2.5" lift. When I took them all out of the boxes, the fronts looked short, fully extended they measure 17 1/4" from the bottom to the top of the stud. I just checked the height of the shocks that are on there right now at normal ride height and they measured 16 1/4". That didnt seem right to me so I looked around and found the part # for the front shocks I bought were for a 0-1" lift when the vendor I got them from said 0-3" lift.
Should I put them on? Should I order another set?

Wouldnt the front tires only be able to drop down 1" past normal ride height before hanging on the shock?
