Window Sticker Differences

Hi,

Can someone tell me why there are some differences with the window stickers on these two cars? Obviously one has an additional option of bucket seats, but why in one does it show To Be Determined on safety rating, and the other has stars? Does that imply a later build than the other one? Or from a different factory? Can any of that be detemrined from the sticker and if so, does it matter?

The one "to be determined" was built Oct. 14, 2015. The other was built Jan. 13, 2016. The full rating likely had not been completed on the first one. The Explorers are all assembled at the Chicago plant.
