Ive pretty much not cared for the back but my front wiper is not pumping water either, it sounds like the pump is trying but no cigar..the truck sat for a while could it be clogged?

Check all the connections. Is there washer fluid on the ground when you try to use it?
Also, yes, check for clogs, if ground is dry.
Also (yes, this sounds dumb), BUT..... check the fluid level.
 






Yes it could (and probably is clogged). Remove the pump and flush out the tank really well with a garden hose. My XLT had the same issue when I got it. Turned out the bottom of the tank was full of a slimy substance from sitting. Since flushing it out it has worked fine. If it's not clogged the pump is easily replaced.
 






Could be a clog in the hoses or nozzles at the windshield. Certain climates have perpetual problems with this, especially humid ones. You can disconnect the exit hose from the pump to see if fluid is making it that far, but be careful as it's probably brittle by now.
 






Mine had cracked and broken hoses.

It was an easy fix.
