Wont shift until I let off the gas

I have a 1995 XLT with 4x4. I bought the car real cheap with a bad tranny and the car is being very uncooperative. Before it wasnt shifting till like 4500 rpms but I fixed that with a new valve body. Now it is still not right and will only shift when i let off the gas.

Sounds like not everything was fixed with the transmission. Mine did the same thing, it wouldn't go out of 2nd gear til you eased up on the accelerator and then it would shift. I believe i needed a new valve body + a bunch of other parts that ended up costing roughly ~$1500
