xcase engaging but front end wont

i know the xcase is working cause the front drivr shaft is under presure when it is in 4 low but the front end wont engage

Auto hubs? If so they may be the problem, but I am sure someone else will respond with other thoughts. Anyway there's my first guess.

'95 and '96 (I believe) use a vacuum actuated thingamajig in the differential that engages the front end. 1st thing to check is to make sure the vacuum line to the differential actuator is connected and in good shape.
