i have recently bought a 97 2 door sport 4x4. i am wanting to lift it 4 inches max and i need help of finding a lift kit for a decent price and i need help on gettin new wheels for it

You can either get a 4'' Superlift suspension which is gonna cost an arm and a leg or do a 3 inch body lift and a torsion twist/shakcle combo for roughly $300 - that's the lift combo I'm running. Run a search on those things and you'll seriously find more info than you'll know what to do with.
