Parking brake/ handbrake

Hi,

I have a 2000 4.0L North Face Explorer.

I have replaced the brake shoes (the old ones fell apart) and adjusted them with the star shaped adjuster at the bottom, however the hand brake is still completely useless. It won't hold the car even on a slight incline.

Is there any adjustment that can be made to the cable to tighten things up. I can't see anything at the handbrake lever or under the body.

I did find this under the car, but can't find any adjuster.

Any thoughts?

The actuating levers aren't frozen, are they?
 






I don't think so, I took them out when I replaced the brake shoes.
