Parking brake adjustment question

My parking brake adjuster star is really rusted and can't rotate it either way. if you are facing the back of the backing plate, what direction ( up or down) do you turn the star to tighten the parking brake?

Depends which way it was installed and on which side..... They can be installed and accessed either way.

But if it's rusted and won't turn because it's rusted, why does it matter? You'll have to replace it anyways...

After letting it soak in liquid wrench for a while i was able to turn it up a little bit with a hammer and a screw driver. Its the left rear. I can't get to the other side because i can't get the rotor off, its rusted on there really well.
