are they available and what's the best place to buy? I know I would need kit 883 for the 3" lift, but I'm thinking that may be a little too high for my DD. Also, I don't have access nor the resources to fab some front bumper relocation brackets myself. Any ideas about having someone fab them for me?

I believe you can use a 2" body lift the 1st gen Explorer.. I believe it is number 792.. I know of one 2nd gen truck first hand that has a 2" body lift and that would be Sk1er17's truck.

I used the PA792 on my '99 Sport (I also didn't want a 3" BL and am happy with mine)

I fabb'd up brackets for the front myself and used the plates that came with the kit to make brackets for the rear (had to drill new holes).

there is nothing needed for steering or emergency brake

I have a 2" body lift on my Ex. It was built Dec 99 and is a 2000 edition. I also have the 792 kit and don't experience any problems being a daily driver, even with my 2" suspension lift aswell. I had my brackets modified at an engineering factory. Although I have a bullbar, I would imagine the process would be the same. I had mine cut in half and a 2" piece welded in between. I don't know whether you can do this as I have never seen the original brackets. You will have to modify the spare wheel winch so it lines up with the hole in the back.

adam,
do you have a pic of ur truck that I can see? I have shackles/tt/aal, and am debating whether to get the 2" or 3" bl with my 32's. Does anyone know any other members here with this setup (same suspension, with either 2 or 3" body lift)? I'm thinking this will give me a better idea of what I want out of my truck.

I do have pics, but for some reason I can no longer post them and they seem to have removed from my profile. I think I might need to renew my membership.

I have managed to upload my picture now, so here it is and I hope you like,
