Resurface Rims?

How much trouble am I looking at with resurfacing/repainting the rims?

I just bought some new tires and they are mounted already and I'm thinking I should freshen up the rims but I'm curious as to how easy it is to do it with the tire on the rim and what's involved if anyone has some do it yourself links out there.

Easiest, cheapest, but not the best:
Rattlecan spray paint. Clean thoroughly, Tape around the wheel on the tire, add newspaper to cover the rest of the tire. Point, shoot, let it dry, repeat.

Work involved, money spent, best overall:
Take the wheels to a sandblaster, pick a color, and have them powder coated.
