The two clips for the blend door cable in the picture (circled in red) are broken. Can I just replace that blue lever or do I have to replace the whole control panel? Also does anyone know anywhere to buy that cable besides the junkyard?

LMC has a cable 50-2390, described as Heater Cable - Air. I do not know if that is the right one, you should probably call them before ordering. It's $19.95.

The lever/control panel, don't know, probably would junkyard that. New panel is $109.95. Be aware the control panel changed in 1993, so the donor must be 91-92.

I have my blend door manually closed with a shoe lace. I never use heat & only use AC so I like the max AC to be always on.

Ha, I would have just done that but unfortunately I live near Chicago so I kinda need heat.

Here's how I fixed it.

I ground off that nub that you can see in the photo in my first post and drilled a small hole where it was. I found a small self tapping screw on the floor of my T-bird so I screwed it in then backed it back out so I could grind it down because it was too long. Then I put the screw through the cable end, screwed it down, and there you go. I used 5 min epoxy to glue down that broken blue clip that you see it that background.

Where is the blend door and how do I tie it shut?

I live in Florida and rarely need the heat. Right now the heal level control almost but not quite shuts off the heated air. I don't want my AC cold air blended with the slightly warm air that I now have when set on coldest.

It's behind the glove box on the right hand side. Has a metal tube looking thing attached to an arm that opens & closed it with vacuum. You an also bypass the heater core. You will need a hose coupler & take the 2 lines from the heater core on the passenger side of the engine bay near the firewall & attached them together using the coupler.
This will ensure no heat or hot air from the system.
