Rear Pass Seat Lever broken. Can't flip seat down?

My First question post, hope I'm in right place to post?
Rear 60% seat plastic lever broke. The base still attached to shaft but only slips with visegrips on it. I see it moves the cable to allow seat to fold down. Thought I could use offset screwdriver to remove the broken base from (splined/keyed?) shaft but don't know what type fastener head it is. Don't want to remove the seat, if possible?
Cannot access Jack, if needed. Any suggestions, please? Don't know of how to post picture and I only use a smart phone?

Tight spot for screw access. C pillar trim cover can easily be removed for more clearance. Appears to be a #2 Phillips.

Use the red lever behind seat and see if that will let u lower it then u have all the room in the world
