Will not go into program mode for key fob

My 05 Explorer will not go into program mode to program the fobs.
Any ideas? I'm at my wits end and don't feel safe about leaving it with no alarm.

Is this what you are doing?

Note this should be done with the driver door OPEN and electronically unlocked means unlock all the doors with the electonic push button on the door.

Yes but the owners manual never said to do it with the door open I have done it with the door closed Thanks I'll try it with the door open.
 






Thanks for the procedure. My old fobs are almost worn off, I bought new ones but lost the programming procedures.

You know you can buy replacement shells and just swap over the insides...

Yup, but the replacement full units were not expansive, and I wasn't sure if the shell included the rubber buttons. It's the markings on the unlock button that are almost completely worn away.
 






It doesn't really matter if the lock and unlock letters are worn away. So are mine. What's important is they work when pressed.
Think of an elementary school alphabet line ... the L letter is to the left of the U letter ... and it's the same on the remotes.
So even if the words are completely gone, just remember that little mnemonic clue, and you'll never accidentally press the wrong button.
