02 explorer xlt EGR valve issue

i have a 2002 explorer xlt, I'm trying to figure out what needs to be done. I had a code come up on the OBD2 reader that is P0401 that comes up EGR valve system fail. I've replace the EGR valve, and the DPFE sensor. The code continues to come back even after resetting the computer and driving it a few miles. Anybody know what could be the issue ?

Did you check to see if all of those funny colored vacume lines are in good shape? There is also a vacume modulator on the front passenger side for this i believe...

I havent checked the vaccum lines, or the modulator.
