is there a way to set how wide the window is open when VENTed??

No, it's a 3 position window. Open, closed and vent.

so no way to reset or adjust the vent position?
you'd think there was a way to make a new setpoint as to where it would stop.

No factory way to do it. I'm sure it's possible and if you figure out how it can be done I'm sure there's others who would like to know.
