I think your wrong, even the 02 Explorer cluster has small servo gauge motors interchangeable for all six gauges even the Speedometer and Tachometer.
When the batter is disconnected and reconnected the first time the key is turned on all gauges sweep to their highest reading (full gauge) and drop back to their resting point, and all of them have resting stops.
I work on a few clusters, and swapped a 98 Mustang Cluster into a 2000 Mercury Grand Marques, and will be putting it into a 03 Crown Vic and could do so with a 04. AS these were the years of the Mercury Marauder's which gauge cluster were backward comparable to 1996 Vic and Mercury's.
This is my custom cluster in my 2000 Mercury.
Note only the speedo and tach have resting stops.
This cannot be done with Fords Crown Vic after 2004 as can bus happened it 2005 in Vic.
SO I believe Ford was running Canbus on the 02s up.
