1991 Ranger Custom 3.0 Wont Start.....

Hi Ya'll.... Brand Spankin new to this forum. need some help with the ranger. Engine turns over but wont run... when the key is set to on position i can hear the relays kick on and whats weird is that the fuel pump doesnt stop priming. i replaced the fuel filter and the fuel pump relay and nothing. if i spray some carb cleaner in the intake manifold she runs for a sec or two... ive got spark, checked each plug individually, got 38 psi at the fuel pressure release valve. i tried messing with the inertia switch (it wasnt triped but i manualy reset, poped it up and pushed it down) and it started, drove it around the block, had my celebration smoke, parked it in the garage and the next morning....TADA..!!!!!!!!! ----------> NO START<---------Fuel pump stuck on prime mode. Only if the ignition is set to on position?!?! Truck was running fine. Shes my daily, got 150k on the clock. all of a sudden.......wont run.



The questions are ---------> what would keep the fuel pump running constantly when the key is in the on position with the engine not running?

Is there a specific way to reset the inertia switch or is it as simple as it seems? (ignition on or off, batt terms on or off....?)

The neck to the gas tank (the funnel that runs to the tank from the gas cap) has a small hole in it, so gas leaks when i fill up sometimes, will that stop the fuel pump from building pressure?

Would the ignition module have anything to do with the fuel delivery process?

How do i test the fuel pressure regulator to verify it is working?

Most importantly.....is this a definite fuel delivery only problem?
